About the 8(a) Program
AHA is an 8(a)-certified firm under the Small Business Administration (SBA). Using the 8(a) program, government agencies can contract with AHA using a sole-source acquisition under the 8(a) Small Disadvantaged Business program (SDB). Because the 8(a) program is a federal mandate, federal agencies get credit for work they issue to a small business, small disadvantaged business, and 8(a) firms.

How 8(a) SDB Benefits You
The 8(a) program allows government clients to benefit from strong contractor teams comprised of experienced and qualified members, while satisfying requirements for minority businesses and ensuring project quality. The SBA reviews companies under the SDB 8(a) program to ensure qualification standards of company viability and quality management practices. The 8(a) program also benefits participating and non-participating small business to expand their scope of experience through approved subcontracting opportunities. With SBA approval, contractors can expand their range of services and capabilities by subcontracting a limited portion of a project to non-participating contractor with the experience and qualifications to establish a qualified and competitive team. In this way, the 8(a) program benefits the client by ensuring a quality project delivery while allowing SDBs to expand their scope of business.

The 8(a) Process
The 8(a) process begins by the customer submitting a Small Business Coordination Record form to the SBA. The contracting office can provide the appropriate Procurement Request Form and related documentation. The documentation must include the following statement: "Request procurement be made pursuant to Section 8(a) of the Small Business Act 15 U.S.C. 637(a) and in accordance with FAR 19.8."
The SBA contracting officer creates a request for proposal or an offer letter to submit to the SBA for review. Upon SBA approval, the contracting officer issues the Request for Proposal (RFP) and Statement of Work (SOW) to AHA, who in turn, prepares and submits a proposal package for government review and award.
AHA has been awarded numerous contracts through the 8(a) process, and will be happy to assist interested bureaus to identify the appropriate procedures in the requisition process.

Seaport-e is a multiple award Indefinite Delivery, Indefinite Quantity (IDIQ) set of contracts for a wide range of engineering, technical, and programmatic services and solutions for the Virtual SYSCOM (NAVSEA, NAVAIR, NAVSUP, SPAWAR, Strategic Systems Program (SSP), NAVFAC) as well as Commander, Naval Installations (CNI) and the US Marine Corps. SeaPort-e furthers the Navy's Seapower 21 objective to increase efficiency, and allows for tailoring services according to the needs of geographically-dispersed organizations with significantly diverse product area requirements and missions.
